together key aviation stakeholders for a vital Pre-Strategy Engagement Workshop. With their insights, we are shaping an inclusive, evidence-based, and future-focused NDS2 Strategy.

From service quality and regulatory alignment to customer satisfaction and emerging industry trends, stakeholder voices remain at the heart of NHS strategic direction. Together, we are strengthening collaboration, enhancing operational excellence, and positioning NHS for sustainable growth.

In her opening remarks, Mrs. Muwani expressed gratitude for the presence and ongoing support of all NHS stakeholders. She emphasized that as NHS prepares for the formulation of its 2026 Strategic Plan, the process must be grounded not only in internal aspirations but also in the realities, experiences, and expectations of those we serve and work alongside. This pre-strategy session is therefore a critical platform for shaping an informed, relevant, and implementable strategy.

Also in attendance were representatives from the Ministry of Transport and Infrastructural Development, including Mr. A. Sangula and Mr. Makwarimba.

She noted that contributions from stakeholders will guide the refinement of KPIs, strengthen the Monitoring and Evaluation framework, and support the development of a service model that is future-looking, safety-focused, and operationally resilient.
